This paper explores the salient features of Chinese social and workplace values in offering an alternative to the established Western approach to the notion and practice of organizational devel opment. The authors argue that the emphasis of the Chinese traditional values on trust, fidelity, altruism and unspecified obligations of reciprocity norms is an important source of strategic advantage which gives a Chinese firm its resilience and flexibility to cope with change. The paper thus goes on to examine the cultural disposition (...) of the Chinese mentality as it applies in the context of such East Asian economies as Mainland China, Taiwan and Hong Kong for the organization of the workplace and its 'reformation'. With the help of organizational data the authors trace out a corporate approach to 'national harmony' in the Confucian domain in the big Chinese enterprises. The paper also reflects on the organizational practices in the small Chinese firms and explores the 'nexus' of informality and personalized trust in these firms. Finally, the authors contend that the propensities of the Chinese communities to transfer the features of traditional governance within the family milieu to the domain of business organizations have instigated a Western academic consciousness to search for Oriental inspiration in order to overcome the sterility of their post-industrial syndrome. With the world grappling with continued spread of monkeypox internationally, vaccines play a crucial role in mitigating the harms from infection and preventing spread. However, countries with the greatest need - particularly historically endemic countries with the highest monkeypox case-fatality rates - are not able to acquire scarce vaccines. This is unjust, and requires rectification through equitable allocation of vaccines globally. We propose applying the Fair Priority Model for such allocation, which emphasizes three key principles: 1) preventing harm; 2) prioritizing (...) the disadvantaged; and 3) treating people with equal moral concern. Post-exposure prophylaxis (PEPV) has the most potential to mitigate harm, and so ensuring countries have sufficient supply for PEPV should be the first priority. And historically endemic countries, which face disadvantages that compound potential harms from monkeypox, should be the first recipients of such vaccines. Once sufficient supply is allocated for countries to apply PEPV, global allocation could move on to pre-exposure prophylaxis (PrEP), again prioritizing historically endemic countries first before distribution to the rest of the global community, based on projected number of cases and vulnerability to harm. Berlin: de Gruyter, 1996. xxv + 839 pp. Cloth, DM 590.After an interval of sixteen years we now have the second volume of Threattes massive grammar of the Attic inscriptions, which follows in all essentials the practices established in 1980 for the phonology. This means that the traditional terminology and organization of (...) the nineteenth century has been [End Page 455] largely adhered to... because the adoption of a more recent system of terminology... would have made this work inaccessible to many classicists and most epigraphers" (1). Thus the greatest importance of this vast and exceedingly careful collection of grammatical material lies not so much in the grammatical explanations (although they were sought by the author from the beginning; see I ix) as in the extraordinary precision with which attention is given to documentation of all aspects of normal morphology and its deviations. Proof of this care can be found in the numerous instances where the reading furnished in publications has been verified by autopsy (marked L.). Hence these volumes will remain an essential part of the library of all practicing epigraphists (that is, if they can afford the high price of the set).One difference between the first volume and the second is that the lists of examples in the second volume are considerably larger than the lists in the first. This is explained on page 3 as necessitated by the greater difficulty of collecting normal morphological examples as compared with the ease of doing the same for normal phonological spellings. Threatte says that he distinguishes between complete lists and lists of selected examples, but in practice some of the select lists are also very large. For example, paragraph 54.03221 (194–99) deals with the genitive singular of – before 300 B.C., – vs. –. To demonstrate his thesis that – is mainly a case of abbreviatory omission of final sigma, twenty–four examples are discussed in detail. This is followed by one and a half pages of selected examples of the normal spelling – in the period 350–300 B.C. While this certainly proves that the ending in sigma is the norm in the fourth century, one wonders whether the length of the list was necessary to demonstrate it. The usefulness of such lists will vary, but in many cases they can, if needed, be found by searching the PHI disk of inscriptions and papyri in the computer (e.g., lists such as the long tally of proper names beginning with τεισ–, 536–38). Further, many of the examples listed are by necessity of fragmentary inscriptions, which means that in a number of instances the restorations will change over time. Hence it is not surprising that volume II contains a very important appendix of about one hundred pages (675–778) dealing with addenda and corrigenda to volume I, some (but by no means all) regarding improved readings.Not the least important feature of the grammar, and one in which it differs markedly from Meisterhans–Schwyzer, is the great attention paid to what used to be called the instrumentum: inscriptions on objects other than stone, including a thorough survey of vase inscriptions culled from scattered publications. Since these are of particular interest to this reviewer (and since they extend the usefulness of the book to archaeologists) I may venture a few comments. It is somewhat unfortunate that most of the citations of Attic vases do not give the current or last–known location, which is the most certain means of identification. Thus on page 207, the fragment with book roll by the Akestorides Painter (ARV2 1670/4 bis) is now in the Getty Museum, Malibu 86.AE.324. On [End Page 456] page 608, middle, the oinochoe related by Schauenburg to the Triptolemos Painter (not just because of the shape of the vase), cited for the form from AM 90, is Hamburg 1981.173.The vase inscriptions (together with other graffiti and inscriptions on lead such as the defixiones) have always been of particular interest as giving possible insight into the actual pronunciation of the Attic dialect. Logopenic variant primary progressive aphasia is a neurodegenerative language disorder primarily characterized by impaired phonological processing. Sentence repetition and comprehension deficits are observed in lvPPA and linked to impaired phonological working memory, but recent evidence also implicates impaired speech perception. Currently, neural encoding of the speech envelope, which forms the scaffolding for perception, is not clearly understood in lvPPA. We leveraged recent analytical advances in electrophysiology to examine speech envelope encoding in lvPPA. We assessed cortical tracking of the speech envelope (...) and in-task comprehension of two spoken narratives in individuals with lvPPA and age-matched controls. Despite markedly reduced narrative comprehension relative to controls, individuals with lvPPA had increased cortical tracking of the speech envelope in theta oscillations, which track low-level features, but not delta oscillations, which track speech units that unfold across a longer time scale. This neural signature was highly correlated across narratives. Results indicate an increased reliance on acoustic cues during speech encoding. This may reflect inefficient encoding of bottom-up speech cues, likely as a consequence of dysfunctional temporoparietal cortex. (shrink)

Countermeasures for mpox (formerly known as monkeypox), primarily vaccines, have been in limited supply in many countries during outbreaks. Equitable allocation of scarce resources during public health emergencies is a complex challenge. Identifying the objectives and core values for the allocation of mpox countermeasures, using those values to provide guidance for priority groups and prioritisation tiers, and optimising allocation implementation are important. The fundamental values for the allocation of mpox countermeasures are: preventing death and illness; reducing the association between death (...) or illness and unjust disparities; prioritising those who prevent harm or mitigate disparities; recognising contributions to combating an outbreak; and treating similar individuals similarly. Ethically and equitably marshalling available countermeasures requires articulating these fundamental objectives, identifying priority tiers, and recognising trade-offs between prioritising the people at the highest risk of infection and the people at the highest risk of harm if infected. These five values can provide guidance on preferable priority categories for a more ethically sound response and suggest methods for optimising allocation of countermeasures for mpox and other diseases for which countermeasures are in short supply. Properly marshalling available countermeasures will be crucial for future effective and equitable national responses to outbreaks. (shrink)

In this article, we propose the Fair Priority Model for COVID-19 vaccine distribution, and emphasize three fundamental values we believe should be considered when distributing a COVID-19 vaccine among countries: Benefiting people and limiting harm, prioritizing the disadvantaged, and equal moral concern for all individuals. The Priority Model addresses these values by focusing on mitigating three types of harms caused by COVID-19: death and permanent organ damage, indirect health consequences, such as health care system strain and stress, as well as (...) economic destruction. It proposes proceeding in three phases: the first addresses premature death, the second long-term health issues and economic harms, and the third aims to contain viral transmission fully and restore pre-pandemic activity. -/- To those who may deem an ethical framework irrelevant because of the belief that many countries will pursue "vaccine nationalism," we argue such a framework still has broad relevance. Reasonable national partiality would permit countries to focus on vaccine distribution within their borders up until the rate of transmission is below 1, at which point there would not be sufficient vaccine-preventable harm to justify retaining a vaccine. When a government reaches the limit of national partiality, it should release vaccines for other countries. -/- We also argue against two other recent proposals. Distributing a vaccine proportional to a country's population mistakenly assumes that equality requires treating differently situated countries identically. Prioritizing countries according to the number of front-line health care workers, the proportion of the population over 65, and the number of people with comorbidities within each country may exacerbate disadvantage and end up giving the vaccine in large part to wealthy nations. Throughout the biological and biomedical sciences there is a growing need for, prescriptive ‘minimum information’ (MI) checklists specifying the key information to include when reporting experimental results are beginning to find favor with experimentalists, analysts, publishers and funders alike. Such checklists aim to ensure that methods, data, analyses and results are described to a level sufficient to support the unambiguous interpretation, sophisticated search, reanalysis and experimental corroboration and reuse of data sets, facilitating the extraction of maximum value from data sets (...) them. However, such ‘minimum information’ MI checklists are usually developed independently by groups working within representatives of particular biologically- or technologically-delineated domains. Consequently, an overview of the full range of checklists can be difficult to establish without intensive searching, and even tracking thetheir individual evolution of single checklists may be a non-trivial exercise. Checklists are also inevitably partially redundant when measured one against another, and where they overlap is far from straightforward. Furthermore, conflicts in scope and arbitrary decisions on wording and sub-structuring make integration difficult. This presents inhibit their use in combination. Overall, these issues present significant difficulties for the users of checklists, especially those in areas such as systems biology, who routinely combine information from multiple biological domains and technology platforms. To address all of the above, we present MIBBI (Minimum Information for Biological and Biomedical Investigations); a web-based communal resource for such checklists, designed to act as a ‘one-stop shop’ for those exploring the range of extant checklist projects, and to foster collaborative, integrative development and ultimately promote gradual integration of checklists. The Weltgeist is not in a hurry. It was Sir Henry Jones, I think, who in the heyday of British idealism remarked that we should be working for a long time in the shadow of Hegel. But then in two world wars Hegel’s countrymen showed themselves more foully barbarous than any human beings before them. Lord Vansittart in Black Record traced their sins back to the unflattering description of German tribes in Tacitus’ Germania. That was scarcely fair. No doubt (...) the history of Europe would have been happier had the Romans conquered and civilized Germany, but Black Record was wartime propaganda. The twice, if not thrice, repeated crime of Germany was not a persistence of original sin but a furiously accelerating tide of evil will which had hardly begun to flow seriously before 1870. By that time Hegel, who was nothing worse than a moderate conservative with a respect for Prussian efficiency and who saw most of his compatriots as rather sheepishly gemütlich, had been dead for forty odd years. But if Tacitus could be called on to testify against Germany it was not surprising that some of the world’s hatred should rub off and smear Hegel with blame for German brutishness. It must be admitted, too, that Germans, in whom the herd instinct is uniquely dominant, could easily blur the inner articulation of Hegel’s political theory and swamp the individual’s liberty in Staatspflicht - which is precisely what the German Hegelians did. To most of us – believers and non-believers alike – the possibility of a perfect God co-existing with the kinds of evil that we see calls out for explanation. It is unsurprising, therefore, that the belief that God must have justifying reasons for allowing all the evil that we see has been a perennial feature of theistic thought. Recently, however, a growing number of authors have argued that the existence of a perfect God is compatible with the existence of gratuitous (...) evil. Given powerful, millenia-long sensibilities about power and love and justice, it isn’t hard to find that suggestion simply incredible. Nonetheless, in this paper I will argue that the most prominent theistic alternatives to what has seemed incredible to most of us throughout most of history are themselves patently unacceptable for the theist as well. On any of the most widely accepted accounts of how God could have justifying reasons for permitting some evils, God’s existence means that we have justifying reasons for perpetrating and allowing every evil that we see. That's hard to swallow too. If I’m right about all of this, then two competing outcomes seem to present themselves as a possible result. On the one hand, for the theist, the apparently outrageous suggestion that the existence of a perfect God is compatible with gratuitous evil no longer looks like it faces a formidable, hard-to-resist alternative. On the other hand, some like me might think that my arguments go no distance at all towards dispelling the incredibility of the gratuitous evil nouvelle vague. On this line, theism may seem now to be between the rock and the hard place: it seems hard to make sense of the existence of a perfect God whether or not He has justifying reasons for allowing all the evil that we see. The moral issues involved in doctors assisting patients to die with dignity are of absolutely central concern to the medical profession, ethicists, and the public at large. The debate is fuelled by cases that extend far beyond passive euthanasia to the active consideration of killing by physicians. Deontological evidentialism is the claim that we ought to form and maintain our beliefs in accordance with our evidence. In this paper, I criticize two arguments in its defense. I begin by discussing Berit Broogard’s use of the distinction between narrow-scope and wide-scope requirements against W.K. Clifford’s moral defense of. I then use this very distinction against a defense of inspired by Stephen Grimm’s more recent claims about the moral source of epistemic normativity. I use this distinction once again to (...) argue that Hilary Kornblith’s criticism of Richard Feldman’s defense of is incomplete. Finally, I argue that Feldman’s defense is insensitive to the relation between normative requirements and privileged values: values that have normative authority over us. (shrink)

Deontological internalism is the family of views where justification is a positive deontological appraisal of someone's epistemic agency: S is justified, that is, when S is blameless, praiseworthy, or responsible in believing that p. Brian Weatherson discusses very briefly how a plausible principle of ampliative transmission reveals a worry for versions of deontological internalism formulated in terms of epistemic blame. Weatherson denies, however, that similar principles reveal similar worries for other versions. I disagree. This paper defends a novel account of how to determine the intrinsic value of possible worlds. Section 1 argues that a highly intuitive and widely accepted account leads to undesirable consequences. Section 2 takes the first of two steps towards a novel account by clarifying and defending a view about value-contribution that is based on some of W. D. Ross’ claims about the value of pleasure. Section 3 takes the second step by clarifying and defending a view about value-suppression that (...) is based on Ross’ claims about the interplay between prima-facie duties. Section 4 states and defends the account that I call Rossian Totalism. According to this account, the atoms of intrinsic value within a world only sometimes contribute their intrinsic value to the value of that world. (shrink)

This article investigates the relationship between political revolutions and the evolution of politics. It discusses the circularity within the concept of revolution through Jacques Derrida’s theory of sovereignty as particularly per Rogues – Two Essays on Reason and The Beast and the Sovereign. Derrida’s notions of wheel and ipseity display ontological prerogatives and evolutionary limits of political revolutions possibly coinciding with reversals hard to turn into linear evolutions, excluding rather than reaffirming circularity. Political revolutions show such incapacity to become evolutionary (...) for politics when lacking ontological substance and resting upon formal contingencies such as new techniques. An ‘alturnative’ notion of sovereignty is proposed as a heuristic criterion to gauge political events’ ‘revolutionary’ quality. This undermines the (r)evolutionary nature of political turns, like those associated with the contemporary digitalisation of politics. The Italian Five Stars Movement’s parable is a case in point of digital political turns whose effect is non-evolutionary for politics. (shrink)
